Lloyd Firth serves as the Director of Nuclear External Relations for NextGen MURR, the University of Missouri initiative to build a 20 MW, state-of-the-art reactor to expand critical medical isotope research and production for cancer treatment and theranostics. In this role, Firth supports strategic communications, stakeholder engagement, program coordination, and external partnerships associated with the nation’s most significant university-led nuclear infrastructure projects. He works closely with leadership, government stakeholders, industry partners, and academic institutions to help advance the initiative’s long-term mission and strategic objectives.

Professional and Academic Background

Firth is a national security and nuclear program management professional with more than 10 years of experience supporting the federal government, Congress, and international nuclear security initiatives. Prior to joining the University of Missouri, he served at the National Nuclear Security Administration (NNSA) within the U.S. Department of Energy, where he managed a global portfolio of nuclear security and nonproliferation projects valued at more than $20 million annually. His work supported international projects across Europe, Africa, and Asia, including Slovakia, Poland, Tunisia, Kenya, Mauritania, Mozambique, and Uzbekistan.

During his time at NNSA, Firth focused on strengthening international capacity to prevent the trafficking of dangerous materials and sustain critical nuclear security systems. He was selected to oversee the office’s maintenance functional area, managing initiatives exceeding $10 million annually. He coordinated closely with U.S. interagency partners, foreign governments, national laboratories, and international organizations to align program execution with U.S. national security and nonproliferation priorities.

Firth also spearheaded modernization initiatives that improved accountability and lifecycle management for security equipment deployed around the world. He led the development of a mobile application and QR code tracking system, coordinating implementation with technical teams and stakeholders to support global operations. In addition, he represented federal priorities during high-level conferences and engagements with organizations including the International Atomic Energy Agency (IAEA) and the Institute of Nuclear Materials Management (INMM).

Before entering federal service, Firth served as a Team Lead supporting NNSA as a contractor. In that role, he managed an eight-person professional services team supporting senior federal leadership, overseeing recruiting, hiring, program execution, and strategic operations. He also directed executive action coordination and developed financial reporting and budget planning processes for a federal program exceeding $500 million annually and operating in more than 90 countries.

Earlier in his career, Firth worked in government relations and congressional offices in Washington, D.C. serving in the offices of United States Senators Richard Burr and John Boozman.
